After the tragic loss of his daughter in Panama in 1994, ex-CIA operative Calvin Dexter transitioned into a private investigator, specializing in cases that elude the conventional justice system. Two years later, he is tasked with locating Richard ‘Ricky’ Edmunds by Ricky’s father, the wealthy and influential businessman Stephen Edmonds. Ricky, who worked for a Canadian charity aiding war victims in Bosnia, has disappeared. Dexter uncovers that Ricky was brutally beaten and drowned by Zoran Zilic and his Serbian paramilitary group, simply for assisting street children from the opposing side. Dexter proposes to Stephen that he will take justice into his own hands, as such war criminals often evade legal prosecution. However, Deputy CIA Director Paul Devereaux is solely focused on a nuclear arms initiative involving Zilic, and assigns CIA operative Frank McBride to protect Zilic and manage Dexter.
